Resetting a Surface 3 Tablet back to a manufacturer default state

This is / was one of my projects involving a Surface tablet that had previously been first password locked. Then I needed to make and use a Windows repair disk. This is the last step, so I chose to document this in case I ever forget what I am doing. If this proves useful to you. You are welcome.
